MP Hazel Blears, council leader John Merry and other dignitaries were due to take part in the ground breaking event at Greengate.
The project will transform 31 acres of semi derelict land which includes the former Manchester Exchange Station, bounded by Chapel Street and Gravel Lane. It will include new offices, hotels, shops and apartments.
It is hoped it will mirror Manchester's nearby Exchange Square, which is close to the Selfridges and Harvey Nichols stores, and is popular with shoppers, especially in summer.
